What should a funding proposal template include?

A funding proposal template is a repeatable document that states who is asking, how much is requested, what the money buys, how results will be measured and what the funder receives or can verify. The U.S. Small Business Administration says a funding request should be supplemented with financial projections; for a loan, it recommends projections for the next five years.

Build the proposal around one decision: approve, decline or request more information. A usable opening sentence is: “River City Food Lab requests $150,000 to equip a 2,400-square-foot shared commercial kitchen, train 60 food entrepreneurs over 12 months and reach $180,000 in earned kitchen-fee revenue in year 2.” The amount, use, period, output and financial logic are visible immediately.

Use these eight sections in this order

  • Decision summary: organization, request amount, funding type, project period and one-sentence outcome.
  • Need and opportunity: the specific problem, audience and evidence that the proposed work addresses it.
  • Solution and delivery plan: activities, owner, calendar milestones and required partners.
  • Budget and use of funds: line items, quantities, unit costs, requested amount, other committed funds and total cost.
  • Outcomes and measurement: output, outcome, baseline, target, reporting source and reporting date.
  • Financial case: revenue model, cash requirement, repayment or sustainability logic, and 12-month to 5-year projections when applicable.
  • Team and capability: responsible people, relevant delivery record and authority to sign.
  • Terms and attachments: payment schedule, assumptions, exclusions, reporting, approvals and supporting evidence.
Rule of thumb: if a reviewer cannot locate the exact amount, use of funds and measurable result in the first page, the proposal is not yet ready to send.

How do you write a funding proposal from a template?

Start with an exact ask rather than a broad mission statement. Write the request as a single sentence, then make every section prove it. Example: “We request a $75,000 restricted grant for September 1, 2026 through August 31, 2027 to deliver 300 paid apprenticeship placements, with monthly wage support and job-retention reporting.”

Copy-ready decision summary

“[Organization] requests [amount and currency] in [grant, loan, equity, contract or sponsorship] funding for [project] during [start date] through [end date]. Funding will pay for [three largest cost categories]. By [end date], the project will deliver [output target] and achieve [outcome target], measured through [named record or method].” Replace every bracketed item with a verified fact before sharing.

Copy-ready need, plan and outcome language

Proposal elementWrite thisProof to attach
Need“In 2025, 42 of 120 enrolled participants completed the credential; the project removes the transport and exam-fee barriers identified in exit surveys.”Enrollment record, survey summary and dated source
Activity“From September 2026 to August 2027, two coordinators will enroll 300 participants, issue 300 exam vouchers and complete follow-up at 90 and 180 days.”Workplan, job descriptions and vendor quote
Outcome“At least 210 participants, or 70%, will complete the credential by August 31, 2027.”Completion database and monthly dashboard
Funding logic“The $75,000 request covers direct delivery costs; unrestricted revenue pays rent, insurance and executive administration.”Budget, latest financial statements and revenue forecast

Do not claim that funding will transform a community without a measurement. State a count, percentage, date and source instead. For example, “80 of 100 households will complete weatherization by June 30, 2027, verified by signed completion certificates” can be monitored; “families will thrive” cannot.

Keep one number consistent everywhere: a $75,000 request in the summary must equal the funding-request column in the budget and the amount in the acceptance page.

What budget should go in a funding proposal template?

Use a line-item budget that lets a reviewer recalculate the request. Grants.gov describes its Budget Detail and Narrative format as a breakdown of estimated costs by category needed to accomplish the project. Separate requested funds from outside contributions and show the project total.

Example restricted-project budget

Cost itemCalculationRequest
Program coordinator0.50 FTE × $60,000 annual salary$30,000
Fringe benefits20% × $30,000 payroll$6,000
Training vouchers300 vouchers × $80$24,000
Participant transport300 participants × $30$9,000
Evaluation and reporting12 monthly reports × $500$6,000
Total funding request$30,000 + $6,000 + $24,000 + $9,000 + $6,000$75,000

Show matching funds separately. If the full project costs $100,000 and the request is $75,000, list the remaining $25,000 as cash, committed in-kind support or earned revenue only when it is documented. A budget should not double-count donated labor as both a matching contribution and a direct expense.

Check the math before submitting

  • Quantity × unit cost equals each line item.
  • All line items equal the total request.
  • Request plus documented match equals total project cost.
  • Dates in payroll, contracts and milestones fall inside the stated project period.
  • Narrative promises match budgeted capacity: 300 vouchers require 300 vouchers in the budget.
Formula: Total project cost = funding request + cash match + documented in-kind match. Never use a percentage overhead rate unless the funder permits it and its base is stated.

How does a grant, loan, investor or contract funding proposal differ?

Keep the core eight sections, but change the proof to match the funding decision. A grant reviewer needs eligibility, public benefit and reporting; a lender needs repayment capacity; an investor needs ownership and return logic; a client funding a contract needs scope, price and acceptance criteria.

Funding typePrimary decision evidenceRequired financial focusTypical acceptance term
GrantEligible purpose, need, activities and measured outcomesRestricted budget, match and reportingPayment tied to grant agreement and reports
LoanBorrower capacity, collateral if applicable and repayment sourceCash flow, debt schedule and projectionsPrincipal, interest, term and repayment dates
Equity investmentMarket, traction, team, valuation and use of proceedsRevenue model, runway and ownership impactInvestment amount, security and closing conditions
Client-funded contractScope, deliverables, timeline and acceptanceFixed price, unit price or time-and-materialsDeposit, milestones, change orders and final payment

For small-business loan requests, the SBA says to prepare a business plan, expense sheet and financial projections for the next five years. Do not submit a nonprofit outcomes narrative as a loan repayment case; add monthly cash receipts, operating expenses, debt payments and the source of repayment.

Match the proposal to the money: grants fund approved purposes, loans require repayment, equity exchanges ownership or an ownership-linked instrument, and contracts pay for accepted work.

What belongs in a general contractor proposal template?

A general contractor proposal template is a funding proposal for a construction buyer: it defines exactly what work will be funded, at what price, by when and under which conditions. Construction proposal guidance consistently centers on scope of work, estimated costs, timeline and terms; a construction proposal should also state exclusions and change-order rules.

General contractor proposal structure

SectionConcrete contentExample
Project identityOwner, site address, proposal date and bid validity“Proposal valid for 30 calendar days from July 28, 2026.”
Scope of workTrade-by-trade work included“Remove 1,200 square feet of roofing; install underlayment, flashing and architectural shingles.”
Price scheduleLabor, materials, permits, allowances, tax and total“Labor $18,000; materials $14,500; permits $1,500; total $34,000.”
TimelineStart condition, duration and completion condition“Work starts within 10 days of permit issuance and finishes in 15 working days, weather permitting.”
PaymentDeposit and milestone triggers“10% on contract signing, 40% after materials delivery, 40% after dry-in, 10% at final completion.”
Exclusions and changesItems not priced and written approval process“Structural repairs discovered after demolition are excluded and require a signed change order before work begins.”

Do not label an estimate as a fixed-price proposal unless it is intended to bind the contractor at that price. State whether the price is fixed, cost-plus, unit-price or allowance-based. Local licensing, lien, insurance, consumer-notice and contract rules vary, so have locally qualified counsel review the final agreement.

A construction funding proposal is strongest when every payment milestone corresponds to a visible deliverable, such as delivered materials, completed rough-in or final inspection.

A free legal proposal template should describe a proposed legal-services engagement, not replace a jurisdiction-specific engagement letter, retainer agreement or legal advice. Legal-services proposal examples commonly include a cover letter, legal team biographies, service overview and fee table; the final terms should be reviewed for the governing jurisdiction and client relationship.

Free legal proposal template sections

  • Client and matter: identify the client, matter name, parties and conflict-check status without disclosing unnecessary confidential facts.
  • Scope: state included work precisely, such as “review and negotiate one commercial lease through execution,” rather than “handle all lease matters.”
  • Excluded work: name items outside the engagement, such as litigation, tax advice, specialist opinions, filings and third-party fees.
  • Team: list responsible attorney, supervising attorney, paralegal or project manager and their roles.
  • Fees and costs: state hourly rates, fixed fees, retainer, invoice frequency, expenses, taxes and approval threshold for unbudgeted costs.
  • Terms: include the proposed start condition, client responsibilities, confidentiality, conflicts, document retention and termination terms for legal review.

A concrete fee table can read: “Lead counsel: $450 per hour; associate counsel: $300 per hour; paralegal: $150 per hour; initial retainer: $7,500; invoices issued monthly; external filing fees and expert costs require written client approval before commitment.” These figures are an illustrative format, not a market-rate recommendation.

A proposal is not automatically an engagement agreement. Do not promise a legal outcome, and do not begin representation until conflict checks, client acceptance and applicable professional-responsibility requirements are complete.

How can AnyGen create a funding proposal template from your facts?

Use AnyGen when you have the underlying facts but need them organized into a funding proposal template quickly. Provide the funding type, exact request, project dates, line-item budget, target outcomes, known assumptions and required attachments; then review every number and term against your source records before submission.

Five inputs to prepare first

For a general contractor proposal, provide the bid schedule, scope, allowances, exclusions and payment milestones. For a legal-services proposal, provide lawyer-approved scope, fees, exclusions and jurisdiction-specific engagement terms. AnyGen can structure the material; the proposer remains responsible for accuracy, authority and compliance.

Use AnyGen to organize verified inputs into a clear funding proposal template, not to substitute unsupported figures, professional legal review or a funder’s mandatory form.

Frequently asked questions

What is a funding proposal template?

It is a structured document for requesting money that connects a specific amount to a defined use of funds, delivery plan, measurable results, budget and acceptance terms. Adapt the evidence for a grant, loan, investment or client-funded contract.

How long should a funding proposal be?

Follow the funder’s stated limit first. When no limit is given, make the decision summary and budget understandable in the first 1 to 2 pages, then attach evidence such as projections, quotes, resumes and policies rather than repeating it in the narrative.

What is the most important part of a funding proposal?

The link between the exact request, the line-item budget and the measurable result is the core decision case. A reviewer should be able to recalculate the request and see what will be delivered by a stated date.

How do I calculate the funding request amount?

Add verified eligible costs line by line: quantity multiplied by unit cost for each item. Then subtract documented cash or in-kind contributions only if the funder permits them. Example: $100,000 total project cost minus $25,000 documented match equals a $75,000 request.

Do I need financial projections in a funding proposal?

For a loan request, yes: the SBA recommends a business plan, expense sheet and financial projections for the next five years. Grant funders may instead require a project budget, organizational financial statements and sustainability plan; use their instructions.

What should a general contractor proposal template include?

Include owner and project details, defined scope, itemized pricing, schedule, payment milestones, exclusions, allowances, change-order process, insurance or licensing information when required, and signature acceptance. State whether the price is fixed, unit-price, cost-plus or allowance-based.

Is a free legal proposal template legally binding?

Not necessarily. A legal proposal may become binding only if its language, acceptance method and applicable law create a contract. Use it to describe proposed scope and fees, then have qualified counsel review the engagement terms for the relevant jurisdiction.

Can I use one funding proposal template for grants and investors?

Use the same core structure, but not the same proof. Grants emphasize eligibility and outcomes; investors need market, traction, ownership and return logic. Rework the financial case, risk disclosures and acceptance terms for the funding type.
